Likewise, &#8220;private accounts&#8221; were a standard part of the Social Security discussion, right up until polls showed people didn&#8217;t like it.<\/p>\n<p>The language police in the Bush White House have come to yet another realization about a word that, as <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/politics\/administration\/whbriefing\/\">Dan Froomkin noted<\/a> today, we&#8217;re likely to hear a lot more of in the months to come.<\/p>\n<p>Here&#8217;s <a href=\"http:\/\/transcripts.cnn.com\/TRANSCRIPTS\/0504\/18\/ip.01.html\">Karl Rove on CNN<\/a> yesterday. See if you can spot the new poll-approved word.<\/p>\n<blockquote><p>&#8220;[Bush] went to South Carolina today where the two United States Senators and the governor are in favor of Social Security <b>modernization<\/b>&#8230;. We do believe the cause of Social Security <b>modernization<\/b> is well-served by having a forthright debate about the pluses and minuses of any proposals laid out there.&#8221;<\/p><\/blockquote>\n<p>Notice it? Here&#8217;s <a href=\"http:\/\/www.whitehouse.gov\/news\/releases\/2005\/04\/20050418-1.html\">Bush in South Carolina<\/a> yesterday, offering another clue.<\/p>\n<blockquote><p>&#8220;By giving younger workers an option to set up a personal savings account, we have an opportunity to <b>modernize<\/b> and strengthen a great American program&#8230;. See, telling younger workers they have to save money in a 1930s retirement system is like telling them that they have to use a cell phone with a rotary dial.&#8221;<\/p><\/blockquote>\n<p>The Republicans were tinkering with this theme a month ago &#8212; comparing Social Security to a 1935 Ford, which House Republicans said they wouldn&#8217;t want to be &#8220;<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A42008-2005Mar16.html\">caught dead in<\/a>&#8221; &#8212; but it didn&#8217;t take. Left with limited rhetorical options, it seems the White House is trying to bring it back.<\/p>\n<p>Is &#8220;modernization&#8221; really the new word or has Bush been saying it all along? It&#8217;s been mentioned here and there on occasion, but Bush didn&#8217;t use the word (or any similar word) at recent Social Security events in <a href=\"http:\/\/www.whitehouse.gov\/news\/releases\/2005\/04\/20050415-5.html\">Ohio<\/a>, <a href=\"http:\/\/www.whitehouse.gov\/news\/releases\/2005\/03\/20050322-4.html\">New Mexico<\/a>, <a href=\"http:\/\/www.whitehouse.gov\/news\/releases\/2005\/03\/20050321-7.html\">Arizona<\/a>, <a href=\"http:\/\/www.whitehouse.gov\/news\/releases\/2005\/03\/20050321-13.html\">Colorado<\/a>, and <a href=\"http:\/\/www.whitehouse.gov\/news\/releases\/2005\/03\/20050318-9.html\">Florida<\/a>, compared to Karl Rove using it twice in a brief CNN interview.<\/p>\n<p>Sounds like this one&#8217;s a recent addition to the rhetorical quiver.
