GOP majorities in the Texas Legislature have <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A257-2003Oct8.html\">reached a compromise<\/a> on the state&#8217;s congressional district boundaries and appear poised to pass Tom DeLay&#8217;s offensive re-redistricting plan.<\/p>\n<p>To recap the last couple of weeks, Democratic lawmakers who had fled to New Mexico to deny a quorum in the legislature returned to discover that Republicans in the state House and Republicans in the state Senate were <a href=\"http:\/\/www.statesman.com\/legislature\/content\/coxnet\/texas\/legislature\/0903\/0917redistrict.html\">divided on how to redraw<\/a> the lines in an unfair and legally dubious fashion. <\/p>\n<p>Both sides agreed, of course, to gerrymander congressional districts to elect more GOP members of Congress, but the divisions on how to do so <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A26676-2003Sep17.html\">were so deep<\/a>, it appeared the scheme may ultimately fail.<\/p>\n<p>DeLay flew to Austin last week to head up three days of intense negotiations. It paid off; they reached an agreement late yesterday.<\/p>\n<p>Debate will begin on Friday and Gov.
