Still waiting for body-armor reimbursements

In July 2003, the president said, “Anytime this nation puts one of our youngsters into harm’s way, we’d better — and we will — make sure they get the best training, the best equipment, the best possible support.” The quote may be a little old, but Bush has said similar things repeatedly ever since.

The quote, however, sounds increasingly outrageous when one considers the fact that troops in Iraq not only felt the need to frequently purchase protective gear with their own money, but can’t even get reimbursed for the investment.

Nearly a year after Congress demanded action, the Pentagon has still failed to figure out a way to reimburse soldiers for body armor and equipment they purchased to better protect themselves while serving in Iraq.

Soldiers and their parents are still spending hundreds and sometimes thousands of dollars for armor they say the military won’t provide. One U.S. senator said Wednesday he will try again to force the Pentagon to obey the reimbursement law it opposed from the outset and has so far not implemented.

Sen. Christopher Dodd, D-Conn., said he will offer amendments to the defense appropriations bill working its way through Congress, to take the funding issue out of the hands of Defense Secretary Donald H. Rumsfeld and give control to military unit commanders in the field.

“Rumsfeld is violating the law,” Dodd said in an interview with The Associated Press. “It’s been sitting on the books for over a year. They were opposed to it. It was insulting to them. I’m sorry that’s how they felt.”

The war began over two years ago, the protective gear was bought nearly that long ago, and now the Pentagon says it is in “the stages of putting a reimbursement program together and it is expected to be operating soon.” What’s taken so long? The Pentagon “would not discuss the reason for the delay.”

Troops go to war with the leaders they have, unfortunately not the leaders they’d like to have.

The Pentagon hasn’t figured out a way to reimburse soldiers/families?

Ummmm, how about coming up with:
~a form to fill in with information about the soldier (put it online)
~address of where to send the form and and itemized receipts

This isn’t rocket science; if companies can send out rebates this way… well, our CEO prez and his admin should be able to do the same.

    Dodd shouldn’t feel sorry. He should feel outraged.

    Not only Rumsfeld didn’t lift a finger, not even a toenail, to fix the effed’up DoD procurement process that failed the troops on body armor, on Humvee armor and on every single basic need one can think of, but Mister Rumsfeld gets picky when the Congress passes a measure essentially designed to make up for his incompetence and to cover his sorry ass!!! Mister Rumsfeld has a little personal pride in need of nursing and polishing. Oh, we should think about his feelings too, ‘cause, you see, he’s been so successful, so talented otherwise, we should give him a pass on the occasional diva tantrum. It must be part of his oh so charming personality.

    And Chris Dodd feels sorry … I know he’s a Democrat. I know he cannot do much about Rummy. I know that the Senate is a place where sounding appropriate and dignified is important. I know it’s a place where you feel troubled, not pissed off, embarrassed, not angered, sorry, not outraged. But please, please, please, someone gives our Senators a thesaurus. They need to revise their vocabulary.

  • Amen Fifi. This should be a chance for ALL Dems to be giving them hell. Outrage is dignified, when appropriate, and what better time than now?

  • The Repub’s are FOR the service men right? Yeah…..that’s a bunch of bullshit. Why would anyone in the service vote repub? Why support Bush? because Bush and company are the kings of BULLSHIT

  • The President called for donations for those hurt by Katrina; some reports say $600 was raised.

    What about raising money through donations for proper body armor for the troops? Blogs could lead the charge on this. Possible donors could be asked to contribute: senators, members of congress, White House officials, church ministers ….

    Highly probable that more than $600 would be raised, and that lives would be saved.

  • Hey Cat, I’m all for helping the troops, but shouldn’t our tax dollars be paying for this stuff already? Isn’t there a line item somewhere in the $2 billion we’ve spent on the war so far for body armour for our troops? The fact that soldiers and their families are STILL having to pay for basic equipment is an outrage, and it’s beyond shameful that everyone on the Hill isn’t screaming about it.

    I really don’t understand how Bush, Rumsfeld, Cheney, et al can stand in front of the American people and talk about how much they admire and respect and support our brave men and women in uniform when they KNOW that this is going on. And when they know that it’s been going on since the war began. And when they know that not only are they not providing this necessary, live-saving equipment, but that they are trying to weasel out of paying for it!!!

    How does Bush not spontaneously conbust when comforting (choke) all the “moms” and “dads” and spouses after their loved ones have been blown to bits and their families decimated? And how do they not tear his eyes out? I wonder how many lives could have been saved or serious injury avoided if more of our soldiers were fully equipped. The fact that he is able to look them in the eye is all the proof I need to know that W is the lowest form of life in the universe.

    To my way of thinking, this is one of the most shameful, greedy, heartless acts of this administration, and that’s saying a lot. Every Democrat in the House and Senate should be sounding this drumbeat.

    BTW, I’m guessing Chris Dodd was being facetious when he said he was “sorry” the Pentagon was insulted. At least I hope so.

  • Cat: I think the $600 that Bush “raised” was for the war effort, not Katrina. And yes, our taxes should be paying for all this stuff for the troops. However, with $9+ billion missing in the reconstruction effort… our taxpayer dollars are hard at work lining the pockets of the corrupt instead of protecting the troops. What else is new?

    Also agree that the Dems should be showing more outrage – a few have expressed it – the Senators are more restrained, but Kucinich is a good “outragee”. Love him.

  • Soldiers and sailors have a long history of being screwed. I can cite chapter and verse from every war. But that’s not an excuse. Carpettbagger- you’re the man on the street when it comes to chasing down the facts. Wassup? Is there a line item appropriation for this stuff in any recent Congressional Budget??
    On the tactical side, don’t expect body armor to gretaly reduce urban combat casualties. When its a car bomb that kills you, amored vests don’t do shit. Its the humvees that should be priority number one

  • Fascinating that they can’t expedite these payments like they do those no-bid “emergency” multi-billion dollar contracts they give out to certain corporations with such alacrity.

    Why don’t they want to Support Our Troops?
