Boehner’s idea of high-minded debate

Tomorrow, lawmakers in the [tag]House[/tag] will get together for a lengthy [tag]debate[/tag] on the [tag]war[/tag] in [tag]Iraq[/tag], a discussion that Roll Call described as “one of [the House’s] most significant debates in several years.” Majority Leader [tag]John Boehner[/tag] (R-Ohio) told reporters that he would like to see the debate take on a “serious, dignified tone.”

Of course, what Boehner tells reporters and what he tells his GOP caucus are two very different things.

ThinkProgress has obtained a “[tag]Confidential Messaging Memo[/tag]” from Boehner instructing his caucus to conduct a very different kind of deliberation. Here’s a quick summary:

1. Exploit 9/11. The two page memo mentions 9/11 seven times. It describes debating Iraq in the context of [tag]9/11[/tag] as “imperative.”

2. Attack opponents [tag]ad hominem[/tag]. The memo describes those who opposes President Bush’s policies in Iraq as “sheepish,” “weak,” and “prone to waver endlessly.”

3. Create a false choice. The memo says the decision is between supporting President [tag]Bush[/tag]’s policies and hoping terrorist threats will “fade away on their own.”

You mean Boehner and House Republicans want to somehow misuse a high-minded debate to score cheap points? They don’t want to debate war policy, but want to mislead the public and smear their rivals? Who ever could have guessed?

  • I think the first thing each and every Democrat should do when they get their turn to speak is to hold up a copy of the memo, cite it for the record, note the hypocrisy of Boehner in particular and the GOP in general, call Boehner out on it and demand that he own up to the memo or recant the memo, note that this is how the GOP treats a serious debate, and then proceed with their comments.

  • What you said, bubba! Plus, I think the Dems should call a press conference and give the stenos an earful on the same topic. Maybe some of the press will attend if it’s a slow news day and they’ve already turned in their “Bush on the upswing” press releases…um, I mean, well researched stories.

  • This is the second time in as many years that Republicans have allowed a “talking points memo” to fall into the hands of Democrats. Sen. Mel Martinez handed Democrats his memo during the Terri Schiavo fiasco. Are they really that careless or stupid?

    Look for the Republicans to shriek about the memo being a forgery from Democratic operatives. Never mind this is exactly what they’ve been doing for the last three years and will continue to do instead of “debating” the issue. Screaming about dirty political tricks on the part of Democrats is a tried and true method for changing the subject when important matters come up.

  • Like Ann Coulter said, only conservatives can exploit 9/11 for political gain — it’s so unseemly when others do it.

    There’s nothing new about this strategy:
    1. Beat 9/11 to death.
    2. Swiftboat the opposition
    3. Claim there is no option to the Republican option.

    Been there, heard that.

  • I just sent the 3 points on to my Republican Congressperson — that way he won’t get mixed up and say the wrong thing and get the Bush puppet strings twisted! My guy has voted with Bush 98% — hate to see him screw up!

  • Of course, to Boehner (pron. boner) and the rest of the GOP yahoots, smearing rivals and misleading the public is “serious, dignified” debate.

    Fine, but then they can’t really use those talking points can they? If they do, then the Dem’s can say “you claim its a forgery, yet you are doing precisely what it says.”

    And for the record, I second (third?) bubba’s call for action.

  • bubba is right: The House Democrats should NAIL Boehner and the Republicans.

  • As Edo points out, it would be sort of a Catch 22 situation for the Republicants. Boehner can deny the memo is legit, but then if they in fact do go to the 9/11-Swiftboat-No other option route, the Dems can then pick up the memo again and put names to those actually playing by the memo’s terms. Or Boehner can say it was from his office (doubt if that would happen) and the Dems can then reign righteous indignation and condemnation upon all Republicants for such ploys when discussing such an important issue, and remind the public that if Dems are elected to power in ’06 they will hold truly open hearings on Iraq. Or Boehner can deny and the Republicants can try to not go to the 9/11-Swiftboat well–that will take a lot of effort and take some wind out of their sales.
