A promotion after FEMA’s fake press conference?

As everyone no doubt heard last week, FEMA held a press conference on Tuesday about the agency’s response to the wildfires in Southern California. Vice Adm. Harvey Johnson, the deputy administrator of FEMA, fielded one softball question after another, not because the reporters were lazy, but because the questions didn’t come from reporters at all — FEMA’s “press” conference featured questions from FEMA employees pretending to be journalists.

On Friday, this caused quite a stir, with even the White House criticizing the agency’s handling of the matter, and FEMA issuing a formal apology on Friday afternoon.

Over the weekend, though, the controversy took an unexpected turn when John “Pat” Philbin, FEMA’s director of external affairs and one of the fake reporters asking questions at the press conference, announced he was stepping down from his position. It was a startling surprise — a Bush administration official quitting after getting caught screwing up? That’s not the Bush m.o. at all.

But the White House was anxious to make it seem that way. FEMA Director David Paulison told CNN that Philbin’s exit was an example of “disciplinary action.”

It wasn’t. As it turned out, Philbin was already headed out — and actually moving up the administration’s ladder.

Philbin’s last scheduled day at FEMA was Thursday. He has been named as the new head of public affairs at the Office of the Director of National Intelligence, ODNI spokeswoman Vanee Vines said.

That’s more like it. Stage a fraudulent press conference, get a promotion. He wasn’t thrown under the bus for screwing up; he was already on his way to a new bus when the story broke. There was no “disciplinary action.”

For what it’s worth, as of this afternoon, even the Bush administration realized this doesn’t look good.

The director of national intelligence is weighing whether to hire the federal official who organized a fake Federal Emergency Management Agency news conference.

John P. “Pat” Philbin, FEMA’s external affairs director, on Monday was supposed to take over the public information shop at the Office of National Intelligence Director headed by Mike McConnell. But that was put on hold so McConnell could review Philbin’s record, according to DNI spokesman Ross Feinstein.

Given McConnell’s background, I suspect the “review” is perfunctory, and that Philbin will get the promotion anyway, but it’s nice to see them going through the motions.

Update: Well, what do you know. Apparently, Philbin won’t get that promotion after all.

“We do not normally comment on personnel matters,” DNI spokesman Ross Feinstein said Monday. “However, we can confirm that Mr. Philbin is not, nor is he scheduled to be, the director of public affairs for the Office of the Director of National Intelligence.”

A pleasant surprise.

  • What you really mean is, it’s “nice” to see them claiming that they are going through the motions. It’s political theater, and barely that. The guy’s got the gig, they’ll pretend to weight the consequences and ultimately decide that his best interests were at heart, he’s a valuable asset to the Administration, bull bull bull, and hey, have you noticed that the more we talk about this bozo, the less we’re talking about Iraq or the economy or healthcare or other Bush embarrassments. This is Philbin’s actual responsibility, be a distraction, and this is why he’s being rewarded and while I’ll be happy to be wrong, I’m not.

The staged question-and-answer session was harshly criticized by both the White House and Homeland Security Secretary Michael Chertoff, whose department oversees FEMA.

    “We do not normally comment on personnel matters,” DNI spokesman Ross Feinstein said Monday. “However, we can confirm that Mr. Philbin is not, nor is he scheduled to be, the director of public affairs for the Office of the Director of National Intelligence.”

    Feinstein said earlier that Philbin’s job change had been put on hold while McConnell reviewed his record.

    Nothing to see here – just keep moving.

  • Great, all it took was for Bush’s incompetents to destroy New Orleans for them to finally pay attention to blatant stuff like this.

  • This is as close to accountability as you’ll ever see in this regime. However, wait and see if this guy doesn’t land on his feet in some other comfortable gig in a month or two. Eternal vigilence is necessary, but what we haven’t heard is whether this guy was ultimately responsible for the faux news conference.

  • Actually something I hadn’t thought of, and if it’s true, it’s more than typical of this Administration, the idea that Philbin WASN’T the person responsible for the faux press conference, but figured he’d take the fall, what the hell, he’s leaving anyway, and this way, it’ll look like there’s accountabilty, when, as usual, there isn’t.

    But braggin about his new post threw a monkey wrench into the scheme. As always, their bragging is their undoing.

  • Anyone else see scarey resemblances to 1930’s pre-war Germany? Looks like good old-fashioned Fascism reincarnated, ala U.S. style. Really makes you want to trust this current administration even more, doesn’t it?

  • The reason that this is happening again is because the same group of people that steal control of the media, swindle us out of our savings, and manipulate governments are in control again. The only way to put an end to it is to respond the same way they did in germany in 1939.

    Round em up and put them in a camp. Sure, sure, they’ll whine a lot and make ridiculus claims about being gassed and such, but any intelligent person that has studied real history (not the history books made up by the same vermin) will understand this is the only way.

    It won’t be the first time, or even the second. It will be the 79th time that a country has had to take action to rid themselves of these parasites in the last 500 years.

  • As a 15+ year veteran public relations professional, my first reaction to FEMA’s “press” conference was, “Have you lost your mind?” It’s bad enough that journalists and nearly everyone else uses PR as their favorite whipping boy while at the same time using every publicity technique in the book for their pet cuase. It’s worse when a PR professional crosses the line and tars all of us with this mess. Besides being incredibly stupid (what, in this wired world, didn’t they think someone would find out?), what Philbin and FEMA did is a direct violation of the Public Relations Society of America’s Code of Ethics. Grrrrr!

  • Most of you are what’s known as sheeple. If you can’t reconize the evil of the Bush admid by now, then you fools get what you deserve. The Bush admid only criticized the FEMA’s fakery to save face, but behind the sceens FEMA directors were really criticized for getting caught.

    Dick Cheney, Bush SR, Bush JR and every Bush brother should all be hanged to death from a tall pole in the middle of D.C. for the massive lies, corruption, war profiteering, mass murder and the conspiracey of 9/11.

    One thing after another on the news conserning corruption, lies and our current governments evil doings. You people need to get off your butts, stop paying attention to American Idol and what Britney Spears did now, and research 9/11 truth, the Bush family history, Skull & Bones, Bohemian Grove, Consintration camps in the U.S.A., and what is really going on with the war in the Middle East. Google is a great tool folks.

    Stop being gullible, ignorate, push-overs and do something now to take this country back from the Treason committing government leaders who really don’t give a rat’s ass about you or your children.
