McCain on Iran: ‘Lines of communication are fine; action is what’s necessary’

In light of Iran’s missile test this morning, Barack Obama referred to Tehran as a “grave threat,” while also arguing that the U.S. should pursue sanctions and diplomacy instead of “over the top rhetoric.” On CBS’s Early Show, Obama added, “We’ve been combining bellicose rhetoric with not very effective action. And that’s one of the things I’d like to change when I’m president.”

I recently finished reading Matt Yglesias’ “Heads in the Sand,” so it’s possible that I’ve been subtly indoctrinated into some liberal internationalist cult, but I kind of looked at this morning’s developments as obvious evidence that the administration’s policies aren’t working. Iran isn’t getting less hostile, or less dangerous, or less belligerent. The Bush administration won’t engage Iran, preferring saber rattling, and we’re watching the results.

John McCain, perhaps not surprisingly, sees things differently. We’ve been negotiating with Iran, he said, and it’s not working. I look at the missile tests and think, “Well, we should probably start engaging Iran directly.” McCain looks at the same missile tests and apparently thinks, “Well, we should probably stop engaging Iran directly.”

“We have lines of communication with the Iranians and there are many…their behavior has obviously not changed,” McCain said, adding, “The time has now come for effective sanctions on Iran…. Lines of communication are fine; action is what’s necessary.”

As Yglesias put it, “…I’m shocked at how hawks are able to spin the continuing failure of their approach to the region as evidence of their own correctness. But the evidence is clear that the Bush administration’s approach is leading to a downward spiral of hostilities and that nothing good is going to come from John McCain continuing that approach. The alternative is to try good-faith negotiations. It might not work, but it really might, and that would be much better than continuing this cycle.”

For what it’s worth, the White House offered a “sharp response” to the developments.

Gordon D. Johndroe, the deputy White House press secretary, said in a statement at the Group of 8 meeting in Japan that Iran’s development of ballistic missiles was a violation of United Nations Security Council resolutions.

“The Iranian regime only furthers the isolation of the Iranian people from the international community when it engages in this sort of activity,” Mr. Johndroe said.

He urged Iran to “refrain from further missile tests if they truly seek to gain the trust of the world. The Iranians should stop the development of ballistic missiles which could be used as a delivery vehicle for a potential nuclear weapon immediately.”

And McCain, by the way, continued to call for “effective missile defense now and in future.” Of course he did.

Has Bush Tried sending Karen Hughes over to Tehran and start an outreach initiative.

  • What has Iran got to lose by these tests and their general defiance?

    Years ago bush declared North Korea part of the axis of evil and levied sanctions and tough words on them. Then North Korea summed up their nuclear program with a small atomic blast, letting the world that they too are a nuclear power.

    The United States reaction to this? We bent over backwards to remove sanctions, unfreeze half a billion dollars in assets/funds that belonged to them, and promised food and fuel aid to the North Koreans in exchange for demonstrating they were dismantling their weapons program.

    So, I ask again. What does Iran have to lose by kowtowing to US(and world) demands?
    Answer: their bargaining chip and a seat at the grownup’s table of world powers.

  • It is even worse than that, DB. The Bush Administration engaged in the worst combination of actions imaginable in terms of deterring real WMD.

    Bush (foolishly from the start) named three “axis of evil” countries: Iran, Iraq and NK.

    Iraq bluffed about WMD, but did not really have them. The US bombed, invated, overthrew the government and occupied the state.

    NK really did have WMD. The US did nothing.

    The lesson Iran (and anyone else on the brink) learns? The key is to actually have WMD, because then the US will decide it is too late to act. So if you are close enough to having WMD that you can get there before the US can attack, you should rush the WMD into existence.

    The Bush “doctrine” actually promotes proliferation.

    Worse still, Iran at the time and its general population had to have been shocked to hear their country named with Iraq (a mortal enemy at the time) and NK. When Bush said that, Iran was under a reformist-as-possible President and the general public was among the most pro-Western in the Middle East. Bush engaged in self-fulfilling prophecy, his insult actually making conditions favorable for a reassertion of hard-line politics, and turning the population less favorable toward the US. All while providing an incentive to expedite WMD development.

    For anyone really paying attention (which, sadly, seems limited to us regulars at CBR) Bush’s fiasco in handling Persia is among the worst, most dangerous, most unforgivably ignorant foreign policy disasters of the last 8 years.

  • Bush continues his rattling, by this time oil should begin to climb in price to yet another new height. ABC news will surely say, what on earth is causing oil prices to rise? NBC will say “cause and effect is simple supply and demand” and CBS will blame the “markets”.

    Bush will kindly send over another aircraft carrier and run a few practice missions. The price of oil will shoot up ten bucks. MSNBC will surely question whether OPEC is holding us hostage. CNN will have special oil region expert Paul Wolfowitz on to explain, “well, we just need another war, it’ll be splendid!”

    October 25, President Bush will suddenly appear on prime time TV, announcing a grave, but alas, secret threat that cannot even be discussed, but its origin is “just east of Iraq”.

    The price of oil will shoot up $25 per barrel. Bush and Cheneys secret stock portfolio will shoot up as well.

    A pattern may be developing as Bush’s rhetoric continues to inflame the world, add to his wealth and lessen our national security. News at six will ask “High Gas Prices – Is It Obama?”

    The invasion of Iraq, which opened the door for Iran to exercise an enormous amount of influence. Lets not forget the the cease fire in Basra was negotiated by IRAN. Indeed the current state of relative peace between the various Shiite factions is largely because of Iran’s diplomacy.

    Add to that the skyrocketing cost of oil driven by:

    1 – Uncertainty in the middle east do to Bush’s failed foreign policy
    2 – The collapsing dollar do to Bush’s failed economic policies
    3 – The unregulated futures market do to Bush’s lax enforcement policies
    4 – Demand from India and China whose economies are growing largely on exports to the US and outsourcing. Which pre-dates Bush but has been excellerated by his failed economic policies

    Which means Iran is now flush with oil revenues. Revenues it can use to fund aid programs in Gaza, Lebanon and elsewhere the ME improving its image (filling the gap left by Bush’s failed policies in those areas). Of course that money also goes to funding terrorist organizations as well.

    As a direct result of Bush’s policies Iran is far stronger today than it was eight years ago.

  • Love your site Steve! You and Greenwald were the only thing happening over at Salon.. Anyway, Iran is just as entitled as any other country to enrich uranium and use it however they see fit. If Pakistan and India have it and use it I see no reason why Iran should be exclusively limited. If you take into account the xenophobia generated by a self absorbed and arrogant America and American media during the late 1970’s and the Iran hostage crisis and you mix it up with some really crafty and salacious right wing fairy dust why, they’re the scariest people on planet Earth! Ad one John McCain and you can beat that drum till the drum head breaks and then you can beat the side of the drum when that’s gone. Even Barack Obama’s statement is “stupid” but when you’re running for preznit you must display that tough guy demeanor like ‘Jesus’ McCain does or else. Thanks again for incompetent saber rattling and the most incompetent staffing of any administration ever GW! The funniest thing is that if you consider the most hard-line Islamic citizen in Iran (wife in a chador and “Death to America” painted in semi-permanent diatribe and most likely, getting a little on the side..), the identical idiot can be found in your average “Death to Iran” American judeo-christian male. Of course, I hate to generalize but you would think that the two would have more respect for each other simply out of their similarity.

  • Lance, yes, I agree. Everything about the GWOT and the Bushies reaction to 9-11 has absolutely reeked of cowardice, with healthy doses of self deception and misplaced self righteousness. Bush is a coward, and even with his daring POW military service, McCain is following the course of cowardice.

    A real leader would be brave enough to give bin Laden a fair trial, and a real leader would have made sure bin Laden was captured. Those two points shoot down every Republican talking point of the last eight years.

  • McCain will get our a—- killed! He has many bones to pick with people who held him hostage. Will he take it out on Iran? You had better hope Obama does get in office so that he can “talk” to these people because I believe they will not attack Israel first. Anyone who knows about military strategy is that you get rid of the big fish first. (USA!) Then you can easily attack and destory the little guppie. (Israel) Obama is a monster. What a crock of poo. Obama is our only hope. He knows how to talk his way out of anything, as you have seen. We are going to need a fast talker soon. Bush is no better than McCain in that respect.

    I was raised by an authoritarian personality (see John Dean’s book: Conscience of a Conservative for insight). They never miss an opportunity to press their cause and/or justify their positions (and demean the opposition). As an example, the other day my father was driving my husband and me to the airport in PGH and refused to take the PA Turnpike (on principle he won’t pay the tolls). So we endured the winding two lane roads for hours until we hit an accident, which of course, brought the traffic to a complete halt. Without knowing whether an 18-wheeler was involved or not, he went off on a diatribe about how the damn Democrats (Gov. Rendell) let trucks on the side roads now creating hazzards. Evidently under the Republican Gov. Thornburg, all semi-trucks had to use the Turnpike and Rendell eased the restriction. So that had to be the reason why we were tied up for 45 minutes. He hates that I’m a Democrat, so he got a twofer out of that one. He frustrated the hell out of me over his choice of roads and somehow it had to be my fault (and Democrats in spite of the fact that this is the first Democratic Gov. there in a long time), which makes him RIGHT and me WRONG.

    You have to “understand” the motives in order to understand the non-reasoning that goes on…You=wrong, they=right. End of story.

  • How can the world community expect Iran to keep from developing defense systems when they are constantly being threatened with attacks from Israel and the US.?

    Remember it was Iran who decided not to use WMD when Iraq used them against Iran.
    It was Iran’s leaders who condemned the development of Nuclear “weapons”. If we tried to be as helpful to Iran as we are belligerent we would succeed in diverting the threat of war and developing weapons. McCain is always in a hurry to be threatening and bullying.

  • So, how “presidential” of McCain is to joke about killing Iranian civilians with increased export of our cigarettes? Is it the Iranian government or every Iran citizen that are our enemies? Just disgusting, and working even more on the US’ unpopularity in the world.

  • How is what Iran is doing any different than what the US is doing? Don’t we test ballistic missiles? Don’t we make remarks about killing Iranians? What Iran is doing is perfectly logical. They see the rhetoric being ramped up to go to war with Iran and they are preparing for it.

    As for McSame’s line about diplomacy not working; well, of course it isn’t. Not when the diplomacy is half-assed and you allow people in the administration or about to be the administration talking about how war with Iran is inevitable.
