‘We are fully prepared’

There’s been considerable debate for six months about what Bush didn’t know about Hurricane Katrina and when he didn’t know it, which makes the newly-released video something close to a smoking gun.

A newly leaked video recording of high-level government deliberations the day before Hurricane Katrina hit shows disaster officials emphatically warning President Bush that the storm posed a catastrophic threat to New Orleans and the Gulf Coast, and a grim-faced Bush personally assuring state leaders that his administration was “fully prepared” to help.

The footage, taken of a videoconference of federal and state officials on Aug. 28, offered an unusually vivid glimpse of real-time decision making by an administration that has vigorously guarded its internal deliberations.

The lead headline at CNN.com right now reads, “Transcript shows governments underestimated Katrina.” That’s false. The transcript shows that the various government agencies recognized exactly how serious Katrina was, but also shows a detached president who was confident that everything would work out fine because, well, he said so.

“I want to assure the folks at the state level that we are fully prepared to not only help you during the storm, but we will move in whatever resources and assets we have at our disposal after the storm,” Bush said.

The spin from the White House is, to put it mildly, unconvincing. White House spokesman Trent Duffy said a newly discovered transcript demonstrates how Bush “was very much engaged that day and throughout the days following.” More accurately, Bush listened to a briefing, asked no questions, and gave a brief and unreasonably confident pep talk about how “prepared” government agencies were. Indeed, let’s not forget that the seriousness of the crisis didn’t begin to “sink in” for Bush until Dan Bartlett put together an easy-to-understand video montage for him on a DVD, a few days after the levees broke.

It’s worth noting that this information, while extremely damaging, is not entirely new. A transcript of this video was made available to Congress months ago. But, just as Abu Ghraib didn’t capture the public’s attention until photos were released, the video of the pre-Katrina briefing helps drive the point home: Bush was, and is, clueless.

    When compared to the pathetic job Bush did, it now looks like Brownie really was doing a heck of a job.

  • He is cooked. Just when you thought he might have moved beyond Katrina and his numbers were at an unattainable low, this kind f video evidence starts circulating. How long til Bush is at his 27% base number (ie: acolytes only).

  • This could prove very toxic for King George the Lesser. People who follow politics either know better than to believe a word he says, or willfully parrot his lies for partisan reasons.
    This paints Bush as a LIAR with people who don’t normally follow politics. Assuming these folks aren’t fed up already, could a 25% approval be around the corner?

  • Clearly there is no excuse for underestimating Katrina…I think in 2002, a study was done predicting the damage that a Cat 4 hurricane would do if it hit New Orleans dead on. I don’t think Bush should be faulted for being optimistic — in fact, when a crisis looms, do you want your leader preaching doom and gloom or telling you everything is alright? Part of a leader’s job is to be calm, and project confidence, whether he has it or not.

    What is not ok is that Bush simply did not follow through on what he promised. On Aug. 28 there was maybe a 10-20% chance that this storm would in fact be the giant disaster it turned out to be. How many times do the chicken littles say the sky is going to fall (or the ocean rise, in this case) only to have a hurricane veer off on another course or weaken significantly during the final approach? So Bush had every reason to expect that something less than the worse case scenario would happen, and if it had, I think we would have been able to handle it. However, when the worst case scenario materializes, he needs to be on top of it, and he wasn’t. Hindsight is 20/20.

  • Folks, you are ignoring what I call “The Orwell Factor.”
    The Repubs have issued their statements on how great this makes the president look (he was very engaged), and that’s the end of it.
    Reality? Please, you must be listening to those Left-Wing, Liberal, Bush Hating people. They are wrong, Bush is great.
    Honestly, it’s like a cult. If some part of the Media (any media) says that this makes Bush look good, that is what they remember.

    Spot on. Hannity is still blaming the mayor for not evacuating the people, and the Governor for her alleged refusal to turn the state NG over to the federal government. And he also said it’s the “government’s” (sans Bush) fault, who know for thirty years that the levees would not hold a Cat5 hurricaine.
    That always gets me, how the right will complain about the government, but praise Bush, as if the executive branch is a separate entity. But then again, Buch really has no role in government, so maybe there’s some truth to that

    And I love how the wingnuts on Fuax conveniently ignore the fact that the GOP controls Congress in addition to the White House. This is a GOP screw up. Period. Faux and their brethen can spin all they want, but I agree with Mr. Carpetbagger: now that there is a video, people will be swayed.

    My other favorite is the whole “it’s your money, not the government’s” crap. But since we (supposedly) have a government “of the people, by the people, for the people”, it’ll always be our money, right? If not, then hasn’t Lincoln’s fear of that government perishing from this earth come true?

    The flames of discontent with Bush’s blunders are burning off only those backers of Bush who are not faith based.

    As evidence of Dubya ineptitude and dishonesty grows increasingly indisputable, and quality of life for the average joe declines,
    and home security becomes a joke as we fan the middle east flames
    Americans are gradually waking up to the notion that our president is a hijacker, flying the nation on his own holy mission, not bound by our common agreements or laws.

    Bush’s remaining secular believers will one by one peel off and fall away, leaving only those remaining evangelicals who thirst for the apocalypse.
    Even the super rich corporations will eventually figure out that their ultimate security is at risk when it all goes to hell.

    So the world is now being held hostage to the mutual dance of fundamentalist radicals – both Christian and Islamic, Both sides so strong in faith ……….that the end of the world in glorious bliss is not a problem .

    This is more than just politics. Let’s roll
